US Packing Declaration
Wood/Timber materials used to ship goods between countries are subject to quarantine regulations in order to prevent the spread of certain insects and diseases around the world.
This comes in the form of ISPM 15 – the International Standard for Phytosanitary Measures. ISPM15 is the heat treatment programme that works in conjunction with the Forestry Commission.
What is the document for?
This form is a US Packing Declaration Form & Wood Packing Regulations. On September 16th 2005, U.S Customs and Border Protection (CBP) started enforcement of the United States Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) import regulation for wood packaging material (WPM).

Who will need it?
When loading ocean freight containers destined for any countries listed below, we require you to complete a wood packaging declaration, confirming that the packing materials inside the container adhere to the ISPM15 regulations, whether pallets/crates, or indeed any wood blocking used to secure the load.
The countries currently requiring wood packing to be in line with ISPM 15 regulations are:
- Costa Rica
- Dominican Republic
- European Community
- Republic of Korea
- New Zealand
- South Africa
- Sri Lanka
- Taiwan, Penghu and Matsu
